Two homes closed on Lake Conroe last spring within a hundred yards of each other. One traded near the neighborhood median. The other, listed at almost the same number, sat for months and eventually closed with a five-figure seller credit. The lots were nearly identical. What separated them was a single sheet of paper on file at 1577 Dam Site Road.

If you are shopping the lake and your comparison starts with the portal median, you are pricing the house and ignoring the second asset that comes with it. That second asset is not the view. It is the bundle of permits that let the house behave like a waterfront home in the first place.

What The Median Is Actually Averaging

As of April 2026, the Lake Conroe area median sat at $349,000 with an average sale of $438,788 and inventory around 1,049 homes. Mid-2025 data broken out by bedroom count made the distribution honest: three-bedroom homes clustered near $323,000, four-bedroom homes near $440,000, and homes with five or more bedrooms cleared close to $890,000. Days on market averaged 140.

Those bands describe two different markets stitched into one median. The lower half is inland Conroe and Willis, where a buyer is purchasing a house on a lot. The upper half is waterfront, where a buyer is purchasing a house, a lot, a bulkhead, a dock, a boat lift, sometimes a dredged channel, and a set of San Jacinto River Authority permits that make all of the above legal.

Strip the permits and the second asset is worthless. That is the number the portals cannot show.

The Water Does Not Come With The Deed

The San Jacinto River Authority operates Lake Conroe as a water-supply reservoir. Its Lake Conroe Division regulates residential docks, boat slips, bulkheads, dredging, and on-site septic systems. The authority holds flowage and flood easements around the entire perimeter from 201.0 up to 207.0 feet above mean sea level, recorded through Montgomery County. The normal pool sits at 201.0 msl.

Read the SJRA bulkhead application closely and the framing is unambiguous. The right to build, keep, or maintain a private bulkhead is not an inherent right of waterfront ownership, and any permit SJRA issues can be revoked. The authority is under no obligation to hold the reservoir at a level convenient for a private dock.

Bulkhead and dredge work also falls under the U.S. Army Corps of Engineers, Galveston District. HOA covenants in communities like Walden, Bentwater, and April Sound frequently layer architectural review on top of that. The compliant dock a buyer inherits is the one that satisfies SJRA, the Corps, the county for electrical and floodplain work, and the HOA. The non-compliant dock inherits its problems to the next owner.

The Diligence That Actually Moves Price

Before a Lake Conroe waterfront offer goes firm, four questions decide whether the number on the contract reflects what the buyer is actually receiving:

  1. Does a current SJRA permit exist for the dock, lift, and bulkhead? A verbal confirmation from the seller is not a permit. Pull the file.
  2. Does the permit transfer at closing, or does the new owner have to reapply? Some structures require notice or a fresh application. A reapplication puts the buyer in front of current rules, which may be stricter than the ones under which the original structure was approved.
  3. Where is the structure relative to the property lines and any shoreline easement? A dock that encroaches onto a neighbor's water frontage or into a marked navigation zone is a repair liability, not a feature.
  4. What is the bulkhead made of, and how old is it? Freshwater marine contractors on this lake typically build in steel or 0.60 CCA treated timber. The choice depends on bank height, soil, and wave exposure. A tired timber bulkhead near end of life can carry a replacement bill in the tens of thousands.

A listing that cannot produce a clean answer to all four is not overpriced by opinion. It is overpriced by the cost of curing the gap.

Red flags worth catching before inspection: no SJRA permit on record, a lapsed permit, an open stop-work order, encroachments across property lines, failing pilings or corroded fasteners, outdated dock wiring, and a dock elevation that does not account for real Lake Conroe water-level swings.

Reading The Neighborhood Bands Correctly

Waterfront pricing on Lake Conroe is not one market. The named communities each carry a different bundle:

The amenities are real. The boat you keep behind your house is not. Search filters and casual listing copy blur that line more often than they should.

Inside the true waterfront communities, the working rule is simple. The median in each range is set by the mid-condition dock, the mid-condition bulkhead, and a transferable permit. Move a listing above the median and the buyer is usually paying for newer marine construction or deeper water. Move a listing below the median and something in the bundle is either aging out or missing.

The 201-Foot Rule Reshapes Everything Downstream

Since 2018, SJRA and the City of Houston have adjusted how they manage lake level. The old seasonal lowering program was replaced by what SJRA now calls Active Storm Management. From April 1 through June 1, the City of Houston, which owns two-thirds of the reservoir's water, may request diversions to lower Lake Conroe from 201 to as low as 200.5 msl to create storm capacity ahead of forecast rain. A drought contingency plan triggers watering restrictions at 199 feet. As of July 4, 2026, the reservoir sat at 98.9% full according to Water Data For Texas.

For a buyer, three things follow. First, a dock designed for a static 201-foot pool will bind, hang, or sit dry during normal operating swings. Second, a bulkhead placed too low is exposed to more wave energy than its builder assumed. Third, the "waterfront" in a listing photo may be shot at a moment that does not represent an average Tuesday. Ask when the photos were taken and match them against SJRA's release history.

None of this is a reason to avoid the lake. It is a reason to insist that the dock and bulkhead were designed for a working reservoir rather than a decorative pond.

Can I fix a dock permit issue after closing? Sometimes. SJRA reviews new and modified structures against current rules, which may require design changes or additional coordination with the Corps of Engineers. Timing and cost are unpredictable enough that most buyers price the risk into their offer rather than absorb it afterward.

Is a canal-front lot in a community like Cape Conroe the same as open-water frontage? Legally, both are regulated by SJRA.
